Alcohol and tobacco duty are zero for every household on 1.58.0 #566
On certified uk-data 1.58.0 (enhanced_frs_2024_25, sha256 5ba399ea…), alcohol duty and tobacco duty are £0 for every household under policyengine-uk main 6d89338. So any Budget measure on those duties scores zero.
This resembles the missing-input problem found in certification review: PolicyEngine/policyengine.py#536 noted 34 model inputs missing from a dataset and several duties near zero.
Asks
Confirm which inputs the duty formulas read (consumption or spending variables), and whether 1.58.0 carries them.
If they're missing, impute them and add a data test that each duty's national total is non-zero and within a reviewed range of the OBR outturn.
Found by the Autumn Budget 2026 CI work. Any fix lands with the next uk-data batch (d833).
Closing: wrong premise. Alcohol and tobacco duty are £0 because policyengine-uk doesn't model them yet, not because uk-data lacks inputs. They're tracked in PolicyEngine/policyengine-uk#1872 (alcohol), #1873 (tobacco) and #1874 (VED). Any data inputs those duties need will be specified there.
