This PR applies Max's style rule from 28 October to the live fuel duty and Pension Tax Allowance posts: active voice in everything written for PolicyEngine, with no passives and no "be + preposition" spines ("is above" becomes "exceeds"). Prepositional uses of "above" and "below" stay.

The changes are style only. No figure, link or citation changes. "For context, …", "The OBR used it but could not certify it" and the Budget quote on PTA line 965 all stay as they are.

It changes live posts, so it lands under Max's standing go for the voice sweep's follow-up PRs, relayed by the coordinator: "Seats merge each when green". That go needs CI to exit 0 and an independent reviewer to confirm the change is wording only.

Line 532 does not name who changed the policy because the source doesn't either. The EFO (chapter 3, footnote 1, and the foreword) says only "Small changes were made to the policy parameters".

Review follow-ups (c0f6e12, d6c9675)

The independent review made non-blocking suggestions on the first commit. These commits apply them, again wording only. The "After" text for PTA lines 16 and 990 here replaces the text in the PTA table above.

Line Before After
Fuel 512 …the TV licence and the modelled duties, with the VAT change on fuel included. …the TV licence and the modelled duties; it also counts the VAT change on fuel.
Fuel 549 …every 100 litres, computed from the rules and checked against PolicyEngine UK at each point. …every 100 litres; we compute each point from the rules and check it against PolicyEngine UK.

PTA 978 Because the full PTA is worth 20% of the gap… and the Personal Allowance, income taxed… Because the full PTA equals 20% of the gap… and the Personal Allowance, rounded up to the pound, income taxed…
PTA 990 is on a National Accounts basis follows a National Accounts basis

PTA line 978 adds "rounded up to the pound", which matches line 17 (£93.28 rounds up to £94), so that "equals" holds exactly. Fuel line 512 gives the VAT change its own clause, so it doesn't read as one of the modelled duties, and it says nothing about the sign.

Left as they are

  • Fuel line 532: "every litre of taxable fuel made available for use in the UK" paraphrases the definition in the policy costings.
  • Fuel line 539: "as set out above" is a participial phrase, not a passive clause.
  • PTA line 965: the Budget quote ("will not be brought into paying tax…").
  • PTA line 1000: in "the benefits they are entitled to", "entitled" works as an adjective.
  • Fuel line 504: "falls below 60% of the median" is the standard way to state the poverty line.

Checked

The Autumn Budget voice sweep drafted the pairs, and an independent Opus reviewer passed each one. The fuel duty review seat added the line 504, 518, 532, 1, 16, 46, 70, 972 and 990 candidates.

Max's rule (28 Oct 2026): active voice in everything written for PE.
No passives, and no "be + preposition" spines. Ten wording changes,
drafted by the Autumn Budget voice sweep and checked by an independent
reviewer. No figures, links or citations change.

Fuel duty post: lines 504, 518 and 532.
PTA post: lines 1, 16, 46, 70, 965, 972 and 990.

Request Review

These are the independent review's non-blocking suggestions on #1479,
all wording only. They fix PTA line 16's stiff "who" clause, swap
"uses" on line 990 for a word not used four times, and turn reduced
passives and "be + worth" into active verbs. No figures, links or
citations change.

Fuel duty post: lines 512 and 549.
PTA post: lines 16, 32, 738, 978 and 990.

PTA line 978 now says the full PTA is 20% of the gap "rounded up to
the pound", as line 17 states (£93.28 rounds up to £94), so "equals"
holds exactly. On fuel line 512, the VAT change gets its own clause so
it no longer reads as one of the modelled duties. Wording only.

Independent review at d6c9675 (the whole PR, 018ea75..d6c9675): approve, with no open findings. The change is wording only. The reviewer was an Opus 5.5 agent, because most Codex lanes were on operator hold and the open ones were busy. It reviewed in three rounds:

  • 60f50e5 (the sweep's 10 pairs): approve, with non-blocking suggestions.
  • c0f6e12 (7 of those suggestions): request changes. "Equals 20% of the gap" on PTA line 978 left out the rounding up to the pound. "Including the VAT change" on fuel line 512 attached to "duties".
  • d6c9675 (fixes both): approve.

What it checked:

  • No figure, link, citation, table cell or pinned attribution moved. Every number, markdown link and table row in both files is the same at base and head. The chart source lines sit in code blocks the PR doesn't touch.
  • Meaning holds on every changed line. The pronouns refer to the same things (PTA lines 16 and 46; fuel line 512). Fuel line 532's "the policy changed slightly" matches the EFO (chapter 3, footnote 1, and the foreword) and names no actor, as the EFO names none. PTA line 978 now matches line 17's "rounded up to the pound". PTA line 32's "unless it names another year" holds, because the section does give 2028-29 and 2029-30.
  • The style rule holds. Every new phrase is active, none adds a passive or a "be + preposition" spine, and none is left in either post apart from the Budget quote on PTA line 965 and the adjective "entitled" on line 1000.
  • The diff is clean. 5 prose lines change in the fuel post and 10 in the PTA post. git diff --check passes, line endings and trailing newlines are unchanged, and no heading, table or code-block line changed.

Audit note for the admin merge of #1479 at d6c9675.

  • Authority. Max gave a standing go for the voice sweep's follow-up PRs, relayed by the Autumn Budget coordinator. In Max's words: "Seats merge each when green (Recommended)". The option he chose read: "Each merges once CI exits 0 and an independent reviewer confirms wording-only; seat approves as you and squashes at the reviewed head; no --admin past checks."
  • Wording only. No figure, table cell, citation, link or pinned attribution changes. The diff touches 5 prose lines in the fuel duty post and 10 in the PTA post. It adds no new claim; the PTA reach sentence is a separate PR, PTA post: say we have not established why our reach exceeds the Treasury's #1483.
  • Independent review. An Opus 5.5 agent approved the whole PR at d6c9675 with no open findings (the review comment above). It ran three rounds: approve at 60f50e5, request changes at c0f6e12, and approve after fixes at d6c9675.
  • Gates at d6c9675. gh pr checks exits 0, with all 10 passing. The PR is MERGEABLE, not a draft, and has no CHANGES_REQUESTED. Main has moved to e654b99 since, but not in either file.
  • Why admin. The PR comes from Max's account, so the required approving review is the only block, and Max can't approve his own PR. The merge is a squash, pinned with --match-head-commit d6c9675a.
