Its JSON-LD in the Wayback Machine's first capture (20241028105238) gives datePublished 2024-10-28T09:55+0000, and the article body quotes PolicyEngine's employer NIC modelling. The headline in citations.json already matches the article's headline, og:title and twitter:title in all three captures, so only the date changes.
