Align towncrier fragment validation and package versioning with the us-data workflow, including uv lock updates and pyproject version lookup. Make formatted dashboard CSVs compatible with metric_std and distribution_bins, restore donor/receiver distribution plots from demo outputs, and add conditional loss error bars.
