Rebuild the three UK atomic-area supports (E&W 2021 OAs, Scotland 2022 OAs, NI 2021 Data Zones) from published ONS/NRS/NISRA lookups at the FY2024-25 vintages (LAD April 2023 code set, Ward 2024, ITL 2025, PCON July 2024) with a committed provenance register, `sources.yaml` pins and geography vintage records; `tools/build_uk_atomic_area_supports.py` diffs the result against the pinned OA ladder (#931).

The UK full build assigns geography on the shared atomic-geography operators: households are keyed by their explicit spine lineage (`uk.full.identity`), one atomic area is drawn per household by census household count within FRS region under a keyed stream, larger geographies derive from the support mappings, and the shared gate must pass before the pool checkpoint. `--geography-assignment legacy` keeps the sequential ladder draw for measurement builds; release candidates refuse it and pin the three supports (#931).
