The NTS stage gives the "less than once a year or never" frequency band no local-bus trips, and each series' other bands in a residence group take its trips, so the group's mean trips per person stay as the diary gives them (microcosm#1386, option 1). About half of all persons are in the band, and its diary mean of a few trips a year gave every one of them fares. The stage receipt adds England residents' trips per person by household income quintile, the frame's side of DfT's NTS0705a.

England outside London's bus support takes off BUS01c's older and disabled concessionary journeys, as the fare pricing already does, so the concessionary travel reimbursement is spread over the travel it pays for (microcosm#1385). The eligibility basis now states the residuals: youth-scheme journeys stay priced, disabled-pass holders are not yet flagged, and under-5s ride free though BUS01c counts no concessionary journey for them.

The Carer's Allowance draw opens the claim flag only to carers of a severely disabled person (microcosm#1418): the allowance is paid only for caring for someone policyengine-uk holds `is_severely_disabled_for_carers_allowance` (SSCBA 1992 s. 70(2)), which the FRS care hours do not record. A carer whose largest in-household care band alone reaches 35 hours (the new stage-internal `frs_care_hours_in_household`, the largest of the FRS HOURAB, HOURAH, HOURCB and HOURCH bands, dropped at release) joins the pool when another household member is severely disabled at the survey year; a carer whose largest in-household band does not reach them (care outside the household, or hours spread over bands, since the allowance needs the hours for one person) joins on a second identity-keyed uniform below the share of in-household carers reporting no allowance who have such a member. `care_hours` and the Universal Credit carer element are unchanged. The receipt's `realized_share` is now `drawn_share_of_over_limit_pool`, beside banded pool counts before and after the restriction, inside and outside the household. At the take-up rate of 0.6, the restricted pool gives about 72,000 gainers in England and Wales in 2031-32 under the Budget's 100% taper (3c0d11b6 at fixed weights), against the Budget's 48,000.

The FRS spine books the interest of the FRS accounts it dropped (microcosm#1418). `frs_spine` routes NS&I Direct Saver, National Savings and pensioners' bonds, guaranteed equity bonds and gilt interest to `other_investment_income`, which policyengine-uk taxes as savings income beside `savings_interest_income`, and takes gilts out of `dividend_income`; fixed-rate and guaranteed bonds join deposit interest, and the tax-free products (savings certificates, SAYE, Premium Bonds, the Yearly Plan, friendly society investments) stay out. On FRS 2024-25 only the NS&I Direct Saver and gilt rows record interest in the new group. FRS rows now carry the column, so the SPI income stage rewrites it on SPI rows instead of adding it, and the ONS D.41 diagnostic counts it.

Three UK national calibration rows, `hmrc.itl.savings_tax_at_{basic,higher,additional}_rate`, bind the Income Tax on savings at each rate that Table 2.6 of HMRC's Income Tax liabilities statistics (July 2026) projects for all payers, at the calendar-2025 window of the 2024-25 and 2025-26 projections (microcosm#1418). They are the base the Budget's savings income rates are costed on (Personal Tax Model on SPI 2023-24: taxable savings income above the Personal Allowance, the Personal Savings Allowance and the starting rate, ISAs excluded). Each row measures the rate times the engine's savings income at that rate on each person's year, through three new annual measures (`basic_rate_savings_income_annual`, `higher_rate_savings_income_annual`, `add_rate_savings_income_annual`); a value expression may now scale a name by a positive constant for that. SPI Table 3.7's bank and building society interest rows stay. Known gap, fixed in PR C: HMRC's savings tax grows x1.52 from 2023-24 to the calendar-2025 window while the SPI Table 3.7 interest rows grow x1.192, so the national solve meets the three rows mostly through `other_investment_income`, the one savings column no target binds: on the first cut built with them it is GBP 9.5bn in 2024 against GBP 3.5bn before, above SPI 2023-24 Table 3.7's GBP 5.85bn of other income. The savings tax base by rate matches HMRC's and the engine taxes interest and other income alike, so savings-rate costings hold; the split between bank interest and other investment income does not. policyengine-uk 2.162.14 also reads the column in Housing Benefit's net earnings (the share of tax set against earnings), the Welsh childcare offer's income test and `gross_taxable_inputs`, and `household_market_income` leaves it out, so household net income carries the tax on it without the income. PR C re-uprates the Table 3.7 interest rows on the OBR savings path and binds Table 3.7's other income by band; distributional results on cuts built from this change should wait for it.

The UK Universal Credit take-up stage gate (`uk_stage_uc_take_up`) allows each family type's caseload 0.055 of DWP's count, up from 0.05, both over its reachable pools and against its distance from DWP before the redraw (microcosm#1418). Routing gilt interest out of `dividend_income` changes the SPI income stage's training data on a handful of rows and so reshuffles the SPI channel's draws. On the spine of 2026-10-28 single people's caseload ends 0.0523 of DWP's count further from it than before the redraw (0.0486 on the spine before), and 0.055 is the smallest round band that holds it, with about 8,000 to spare; every other family type ends closer to DWP than before, and every family type's reachable pools realize DWP's count within 0.0015. The contract re-pins the gate battery's policy, manifest and fingerprint digests and the release certification's spine part.
