Sign dense build 1's gate-only failures for the local line (microcosm#1301, attempt uk-local-candidate-f100-s42-20261027T022836Z-d5f72865): 3 national target-fit rows, 20 local target-fit cells and 0 areas below the support floor, approved 2026-10-27; 7 entries that build 2 would fail are retired. Every signed row stays bound in the solve, each entry suppresses only the local line's release fence, and a build in which a signed row passes fails its entry as stale.

`household.beer_draught_share` and `household.cider_draught_share` get reviewed exclusions in the degenerate release-surface register (approved by María on 2026-10-27, adjudication microcosm#1359). The excise step writes HMRC's published draught-relief share of each product's clearances to every household, so both columns are constant by construction, and `uk_degenerate_release_surface` refuses any national or local release built since the step landed. The release contract's degenerate evidence digest moves with the register.

A UK spine's engine provenance now records how policyengine-uk was installed when it isn't a release from an index: a git install's commit, an archive's hashes (an archive that records none is refused), or a directory. A build from an engine pull request's head no longer shares its engine identity with that version's release, and the UK country graph's default identity is hashed from the same provenance. A release's provenance and identity are unchanged.

The UK lock moves from policyengine-uk 2.162.8 to 2.162.14, the first release on PyPI that carries PolicyEngine/policyengine-uk#2695 (2.162.13 never published). Since 2.157.0 (policyengine-uk#2066) the property allowance election (`uses_property_allowance`) worked out every benefit for the whole population on each of its comparison branches, which made Microcosm UK microsimulations several times slower (policyengine-uk#2694); #2695 settles the elections the winter fuel payment charge cannot change without it and keeps every election's result. Before the release, the lock installed #2695's head commit (b71ce793, labelled 2.162.12), whose package code 2.162.14 releases unchanged; this branch's local-area cut ran on it and records policyengine-uk 2.162.12, and its national is built on 2.162.14. 2.162.9 to 2.162.12 add the 2010 to 2012 minimum wage history and the Employment and Support Allowance permitted-work limit set from the national minimum wage, and impute non-workers' wages once per participation step (outputs unchanged). The uprating and bonus-sacrifice engine pins keep every value, and the concept coverage finds no input added or removed.
