Its staging build transfers the column onto the ACS spine in a lane-local pass that fits on the donor release's ASEC observations, whose wages are measured, and then runs the stacked pool's anchor kernel on the pooled frame: an ACS person without wages carries no premium, and the rest are scaled so both spines carry the same weighted premium per unit of household mass. The lane-wide weighted column equals the donor rows' total divided by their share of household mass, which is the donor release's own column. The declared ACS transfer plan and the stacked pool's plan are unchanged. Both ESI premium gates run on the staging frame and, in finalize, on the calibrated artifact; the gate report records them as `esi_premiums_signal` and `esi_premiums_anchor`, bound to the artifact bytes, and its `input_coverage` entry passes only if both do. Package refuses a report without a passing verdict for the bytes it packages. A donor built before the `meps_esi_premiums` stage is refused; `--allow-esi-premium-gaps` records the red verdicts for a diagnostic build.

+The US stacked pool produces `employer_sponsored_insurance_premiums` (microcosm #454). `with_us_esi_premium_inputs` is now a pre-clone pool operator: it runs on the CPS-source rows with its factor set against the anchor times those rows' share of the pool's household mass, so each ASEC person carries the premium a single-source build assigns. The early gap-fill transfers the column to ACS rows as family `source_operator_esi_premiums`, and a new derive-stage operator, `with_us_esi_premium_pool_anchor`, clears a transferred premium where the person's source record has no wages and scales the transferred rows to the same weighted total per unit of household mass. The pool-wide column then equals the single-source column. Both ESI gates grade a pooled frame: the MEPS-IC cell proofs cover the rows that carry the raw coverage columns, and the anchor-universe total adds the transferred column at those rows' employed share. A pool needs an ASEC raw-stage artifact written after the coverage columns were restored. The ACS local release lane is not covered.
