Split the PUF E19200 non-mortgage residual into Person-level deductible points,
qualified mortgage-insurance premiums and investment interest using published
SOI AGI-band shares. Preserve the existing mortgage component and exactly
conserve each record through nested complement splits. Extend donor, QRF,
quarantine, export and declarative contracts; invalidate old QRF checkpoints.
The two new PolicyEngine-US inputs require a follow-up engine release and pin
bump before live engine contracts and dataset builds can pass.
