Connecticut blocks in the US block ladder now carry their CBSA. The OMB 2023 delineations list Connecticut by its nine 2022 planning regions, while 2020 blocks carry the eight old counties, so every CT block had `cbsa_code` 0. The builder now maps each CT block to its planning region through its town, using the 2020 BAF county-subdivision layer and Census's CT county-to-county-subdivision crosswalk. The join refuses a delineated county-equivalent that no populated block reaches, and the builder's load-back check refuses a ladder that leaves a CBSA-delineated state entirely without a CBSA.
