Description
Part of #343. This is the last package of the NZ graph build. G1–G7 have merged: #1118, #1119, #1120, #1122, #1125, #1130, #1138, #1139, #1159, #1161 and #1181, plus the review follow-ups #1180 and #1182.
Why it is needed
Every NZ ledger reference on main is an authoring placeholder:
- 8 calibration targets (
build/nz/target_references.json); - 6 pre-calibration references (
precal_references.json); - 6 hold-out comparators (
holdout_references.json).
None of them has activation_status: active, and compile_ledger_target_references refuses any reference that isn't active (packages/microcosm-build/src/microcosm/build/ledger_targets.py, _require_executable_reference). So no NZ endpoint can run on real data until these references point at pinned Chronicle cells.
Scope
- Feed pins. Add
build/nz/chronicle_feed.json, pinning the Chronicle artifact by commit, SHA-256 values and row counts in the shape ofbuild/uk/chronicle_feed.json. Declare it inbuild/nz/country_package.json, so the spec-only package test accepts it. - References. Replace the placeholders with harvested, cell-pinned references for the approved calibration target set. Only the approved set is activated.
- Hold-outs. Hold-out references stay out of the calibration set. That covers Accommodation Supplement counts and dollars, Working for Families dollars, and the appropriation comparators. Activate them only as comparators.
- Thresholds. Write the approved gate thresholds into
build/nz/gates.json, and the approved scenario parameters intobuild/nz/scenarios.json.
Acceptance
compile_ledger_target_referencesresolves every active reference against the pinned artifact.- The NZ spec tests and the spec-only package test pass.
- A local real-data run compiles every target.
- Add the NZ transport contract and real-Axiom Frame bridge #820 is closed, with each of its acceptance items checked against
mainand linked to the PR that delivered it, or carried forward here.
Blocked on
The method card.Adopted on 2026-10-10, including the weight-quality thresholds (MC15): source-household ESS ≥ 4,000 and max/median ≤ 5 release-blocking, per-cell support with suppression, and the ±20% targets tracked. Enforce source-household weight-quality gates and per-cell support for the NZ graph (G8a) #1202 (G8a), merged 2026-10-12, writes them intobuild/nz/gates.jsonand enforces them. The remaining Chronicle NZ packages.Merged on 2026-10-10: IRD wage and salary distribution (Add IRD wage and salary distribution for TY2026 (chronicle#210 I2) chronicle#328), Stats NZ household net worth (Add Stats NZ household net worth for the year ended June 2024 chronicle#329) and the Budget 2026 Estimates for Vote Social Development (Add Budget 2026 Estimates for Vote Social Development benefits chronicle#330).- Census 2023 regional household structure: partly unblocked. Add Stats NZ 2023 Census household and family counts by regional council chronicle#335 merged on 2026-10-11 with 288 Census 2023 counts from Stats NZ's Place Summaries, for New Zealand, the 16 regional councils and the Area Outside Region: households and families, tenure (three categories), family type (three) and household size (eight). Still missing, and nothing approximates it: a regional household-composition table, and a social-renting split. Those need the Aotearoa Data Explorer table
CEN23_FHH_038.

Merged
chronicle build-bundle --suite nz, a 48-package NZ roster with a drift guard. It also fixes the NZ Treasury packages' R2 key prefix. A real build of the suite on that branch produced 12,089 facts from 48 packages, none skipped. In review
nz/as_area_crosswalk.json, which had none, so no household could be given an Accommodation Supplement area. Each territorial authority's shares across Areas 1–4 come from public Stats NZ layers: Area Unit 2017 polygons, TA 2025, and 2023 Census population by SA1. Round 2 is in progress:Decided
gates.jsonwhen it activates those gates.Next
Still missing: a liquid-asset distribution for MC10. Without it, only the asset-test-off bound can run.

The rulespec-nz waiver exits (d1055 = b) run on the Axiom side: the first reviewed candidate, WEP s75, is waiting on a waiver-refresh re-pin chain. They don't block the G8 graph work.
