Refresh two chronicle#395 facts when their next editions are published: the Childcare Offer for Wales report and the 2027 CPI gas weights #398

Summary

#396 closes chronicle#395. Two of #395's asks are for facts again as each new edition is published, so this issue keeps them:

• The Childcare Offer for Wales report. UK facts for the next microcosm policyengine-uk bump: Northern Ireland's whole domestic rates bill, Wales's local bus fare receipts and concessionary journeys, and the Childcare Offer for Wales take-up #395 asked for Table 4's take-up with its numerator and denominator, and for "the same facts from later reports as each is published".
  • UK facts for chronicle#395: Northern Ireland domestic rates, Welsh bus journeys, the Childcare Offer for Wales, VED by payer and CPI gas weights #396 carries the report for September 2023 to August 2024 (welshgov-childcare-offer-report-2023-24), which the Welsh Government published on 15 October 2025.
  • The report for September 2024 to August 2025 is not published yet.
• ONS's CPI weights for gas. UK facts for the next microcosm policyengine-uk bump: Northern Ireland's whole domestic rates bill, Wales's local bus fare receipts and concessionary journeys, and the Childcare Offer for Wales take-up #395 asked for the weights for 04.5.2 Gas (CJXB), 04.5.2.1 Natural gas and town gas (L89X) and 04.5.2.2 Liquefied hydrocarbons (L89Y), "with the 2027 weights when they are published".
  • UK facts for chronicle#395: Northern Ireland domestic rates, Welsh bus journeys, the Childcare Offer for Wales, VED by payer and CPI gas weights #396 carries weight years 2024 to 2026 (ons-mm23-cpi-weight-*-october-2026), and the two classes' indices to January 2026.
  • The 2027 weights come with ONS's early-2027 weights update. By UK facts for the next microcosm policyengine-uk bump: Northern Ireland's whole domestic rates bill, Wales's local bus fare receipts and concessionary journeys, and the Childcare Offer for Wales take-up #395's account, they rest on 2025 spending, the calibration year.

Requested

• When the Welsh Government publishes the report for September 2024 to August 2025, port its Table 4 (or its equivalent) as welshgov-childcare-offer-report-2023-24 does for 2023-24.
• When ONS publishes the 2027 CPI weights, rebuild the three weight packages and the two index packages from that MM23 release, which also carries January 2027's indices.
  • Of two vintages' numbers for one line and year, Chronicle keeps the later (UK facts for chronicle#395: Northern Ireland domestic rates, Welsh bus journeys, the Childcare Offer for Wales, VED by payer and CPI gas weights #396, OBR EFO March 2026: drop the years the October 2026 vintage also publishes (PolicyEngine/microcosm#1095) #397), so the new packages replace the October 2026 ones rather than sit beside them.

Consumer

PolicyEngine/microcosm#1095 needs both:

• the Childcare Offer for Wales take-up rate, at which Microcosm draws would_claim_wales_childcare_offer;
• bottled gas's share of household spending on gas, which keeps gas out of the calibration objective until it is a fact.
