Adds PolicyEngineHeader (brand wordmark + Research / Model / API / Donate nav) and PolicyEngineFooter (About us, Donate, Developer tools, Privacy policy, Terms and conditions) to the root layout, matching the young-worker-nics / electricity-vat-cut components and this repo's design-system tokens. The header is static rather than sticky so the tool's own sticky title row keeps the viewport top while scrolling. Every tool served on policyengine.org carries the site shell rendered by the child app — the multizone rewrite does not inject the parent shell. The /uk/bus-fare-cap entry in app-v2's SHELL_BRAND_EXEMPT_SOURCES will be dropped once this deploys. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

policyengine's [uk] extra exact-pins policyengine-uk (==2.89.2 as of bundle 5.0.1), which conflicts with this repo's policyengine-uk>=2.89.3 floor and made pip resolution impossible. Install policyengine-uk directly instead of via the extra. Verified locally on Python 3.13: resolution succeeds (policyengine 5.0.1 + policyengine-uk 2.89.4), ruff passes, 8/8 tests pass.
