Adds the contributor rule that any PR changing policy in a country model must also leave the same provision correct in the matching Axiom rulespec repo, stated with one axiom: line in the PR description (encoded-correct / encoded / queued / n/a). queued is allowed only when the signed encoder is blocked (the blocker is recorded in the issue; each billed encoder run needs separate approval), and a queued rulespec issue must be dispatch-ready (module path and corpus citation, verbatim law, outputs, companion tests from the same external source as the PE tests) and labelled pe-parity. Example: TheAxiomFoundation/rulespec-us#1416.

axiom: n/a: contributor documentation only

Adds the axiom: PR-description line (encoded-correct | encoded | queued | n/a)
and the dispatch-ready standard for queued rulespec issues.

Per the independent review: use queued only when the signed encoder is
blocked, record the blocker in the issue, and require separate approval
for each billed encoder run.

Merge audit: head 0a204d6.

  • Checks: this repo has no PR CI (its lint.yml and changelog.yml are workflow_call-only reusable workflows), so gh pr checks reports none. mergeable is MERGEABLE, merge state CLEAN, not a draft, and there is no CHANGES_REQUESTED review.
  • Review: round 1 (Codex) requested changes; commit 0a204d6 applies them (queued only when the signed encoder is blocked, blocker recorded, separate approval for each billed encoder run). Round 2 is an independent hard-tier Subfleet review (job 20261003-222611-axiom-parity-r2) with verdict VERDICT PolicyEngine/.github#6 0a204d6 APPROVE.
  • Order: this merges first, because Require mirroring policy changes in Axiom RuleSpec policyengine-uk#1877 and Allow axiom: queued only when the signed encoder is blocked policyengine-us#9783 link to its #mirror-policy-changes-in-axiom heading on main.
