Official forecast sentences (Environment Canada, the National Weather Service) are shown as written, in the service's own units: the NWS says "high near 77" and "wind 5 to 10 mph" whatever the units setting, and Environment Canada says "High 26" and "20 km/h". Only symbols are spoken as words today.
An option to have the official wording follow the units setting would mean rewriting numbers inside prose. The recognizable patterns (highs, lows, humidex, wind chill, "N to M mph" and "km/h", "gusts as high as N") are convertible with care; fractions such as "between a half and three quarters of an inch" or "less than a tenth of an inch" are not, and any pattern that misfires alters an official sentence ("UV index 6", "between 8pm and 11pm" must stay untouched). So: a conservative converter behind a setting ("Official text: as written / in my units"), converting only what it is sure of and leaving the rest, with tests pinning every pattern against captured sentences.
