This adds the same map ServiceControl got in Particular/ServiceControl#5928, in the shape we settled on afterwards:
AGENTS.mdis the workflow only and contains nothing specific to this repository, so it can later be synchronized from a central place. Everything about this repository lives indocs/README.md: what it is, the folder layout, the public documentation links, and the pull requests that record decisions. This repository tracks no design pages, so that list carries most of the rationale for now.docs/decisions/README.mdis the ADR guidance for the cases where a pull request isn't a good long-term entry point.Nothing moves, no CI changes, and nothing here adds a requirement for contributors.
What I'd appreciate a look at from the task force: whether the ten pull requests listed are the ones you'd send someone to, and what's missing. Feel free to push changes directly.
