Summary

• Replace blocking Redis KEYS cache invalidation with incremental SCAN batches and document the strategy.
• Add authenticated claim evidence uploads that reject empty submissions, validate file signatures/types/sizes, and persist evidence bytes.
• Remove migrations from production application startup; add a separate migration command, Docker Compose migration profile, and Prisma migration lock metadata.
• Validate policy PATCH date combinations using the effective existing/new coverage window and revalidate oracle-key coverage.

Verification

• Focused issue regression tests pass: Redis large-keyspace scan, evidence upload, policy date updates, and production startup.
• Full Jest suite: 42 suites passed, 30 failed (744 tests; 645 passed, 99 failed). Failures are blocked by existing duplicate declarations in src/oracle/oracle.service.ts and related baseline errors.
• npm run build remains blocked by pre-existing errors in Oracle, Stellar, policy, benchmark, and security-header modules.
