Move four Windows verification jobs and the release-proposal job from windows-2022 to windows-2025.
Keep their toolchain inputs, commands, permissions, selection rules, and artifact paths unchanged.
Closes #63.

The local public API, package, and just reuse checks remain unrun because the pinned nightly and Python prerequisites are missing.
Redacted Gitleaks scans find no secrets in the two changed workflows.
The protected release-proposal job has no execution result from this pull request.
