macos-libs.yml builds the macOS libraries from MSL v4.1.0's C sources by default (input msl_ref), as the libs-v0.1.0 zips now are (run 38284802764). README and deps/build_msl_c_macos.sh say so too.

MSL 4.1's C sources keep every exported function of 3.2.3 and 4.0.0 (only const added to input pointers) and add Combi*_init3 and ModelicaIO_readRealTable2, which MSL 4.1's tables call. Checked locally: the 30 table models shared with 3.2.3 end in the same phase as with the 4.0.0 build; the 43 MSL 4.1.0 models that failed on init3 now build (28 validate); package tests 282/282. Linux and Windows (OpenModelica builds) already export init3.

MSL 4.1's sources keep every function of 3.2.3 and 4.0.0 and add the
tables' init3 and ModelicaIO_readRealTable2, which MSL 4.1 calls. The
libs-v0.1.0 macOS zips were rebuilt from v4.1.0 (run 38284802764).
