docs: point links at OpenIPC/vtesse instead of compot-dev/vtesse

[compot-dev]

The repository now lives in the OpenIPC organisation, but the build and release badges, the release and download URLs (including the curl install lines), the issue links and the roadmap table still pointed at compot-dev/vtesse and only worked through GitHub's redirect.

Every github.com/compot-dev/vtesse in README.md, README.ru.md, README.zh-CN.md, CHANGELOG.md, server/README.md and docs/{architecture,protocol,security,usage}.md is replaced with github.com/OpenIPC/vtesse. The roadmap tables are re-padded so their columns still line up in a plain text editor.

Docs only: no code, build or workflow changes. Checked line by line that nothing but the owner in the URL and the table padding changed.
