Add CHANGELOG.md with the version history #228
Description
Why
decoder has no CHANGELOG.md. There are no releases per version (#194): the latest release holds only the newest builds, and older builds live in the Telegram channel without a readable list of changes. With the version bumped by almost every app pull request, the history needs a home in the repository, as in OpenIPC/vtesse, OpenIPC/vectis#41, OpenIPC/camex#59 and OpenIPC/cerberus#31.
Task
Add CHANGELOG.md in the vtesse format:
- a short header: where the version lives (
versionNameinandroid/app/build.gradle), that builds are published only as thelatestrelease (newestv2andbasicbuilds) and in the Telegram channel, and that this file is the change history; - one section per
v2version, newest first:## <version> — <date>, a few lines on what changed for users, issue/PR numbers; - a short section for the
basicline (1.07 — 2025-06-02, 1.07.1 — 2026-10-12): legacy, fixes only; - the 1.x history of the code before
v2(up to 1.28, 2026-05-04) can be one "Before 2.00" section.

Notes: 2.14 and 2.18 are reserved for #220 (2.18 was set once on 2026-10-16 and taken back); a version bump commit only says "chore: version X", so each section is filled from the pull request it closes. Then:
- README (all three files, one commit) and
docs/testing.md: point toCHANGELOG.mdfor the history; - the next entry, made by Release: "latest" titled "Decoder <version>", moving tag, SHA256SUMS, Telegram on a version change #229;
- from now on the version bump commit of every app pull request adds its section in the same PR (
docs/testing.md, "Versions and releases").
