docs: reconcile references to the landed promotion-seam contract - #70

Merging #25 made four references stale in the same pass that created them. They described the seam contract as a draft, which is no longer true, and none of them carried the channel-authority decision the merge settled. phases.md, strategy.md, and channels-and-strands.md now say the contract landed and that effective-channel determination sits with the daemon. The Channel::Deliberate housekeeping note also keeps its warning against undated symbol-snapshot claims, and now dates the claim it makes: as of 2026-09-16 no submission path constructs Channel::Deliberate, while the census classifier does read a stored "deliberate" value out of existing audit history. That distinction is what the 2026-08-09 threads-xpo record got wrong by asserting the symbol was referenced nowhere. No normative contract, pin, or protected path changes.
