With the default apply="always", model fragments are merged again when the application model is restored from a persisted workbench.xmi, which duplicates every contributed perspective, menu, tool bar and handler. With apply="notexists", elements already present in the model are skipped.

There is no behavior change as long as the products are launched with -clearPersistedState, but it is a prerequisite for dropping it.
