• treat java.se as a runtime capability rather than a module dependency
• hide module-development commands and completions when the runtime image omits java.se

Validation

• ja test --all — 509 tests found, 3 skipped, 506 successful
• installed the source com.netflix.tools.ja module with ja install --include-static into a reduced runtime image and verified:
  • development/code-insight commands remain in help
  • module commands are omitted
  • compile and compile --help report that java.se is absent
  • module-command completion returns no candidates
