Downloaded Windows ZIPs could block the unsigned PowerShell helper before Microsoft sign-in opened. Scope the execution-policy override to the helper process and explain premature or blocked runtime startup without retaining diagnostic response bodies.
Add a per-user Inno Setup installer using the same bundled application/runtime payload, inventory verification and SHA-256 output. Record the exact maintainer-tested alpha.2 installer and run the downloaded-script regression in CI.
Validation: 437 local checks, packaged UI smoke test, bundled Graph/Exchange module imports and Internet-zone script startup regression passed. Maintainer confirmed the exact installer works on the testing VM.
