Add the required
output.analysisblock to the atmospheric JCB base template so variational jobs satisfy the newer oops configuration contract.This aligns GDASApp with the JCSDA stack changes introduced by the updated oops/fv3-jedi/soca configuration schema and resolves the
ConfigurationNotFound: [output]failure seen in the variational init test path.Companion PRs
