Allow DAGrunner to propagate an `IGNORE_EVENT` with only one input argument
pre-commit: zizmor usage
Data flow was being represented as a node, giving rise to confusion. Also, ensured further clarity that Proc and Save isn't actually doing anything in the skip case.
