This PR resolves the 4 issues assigned to @devpeter999:

1. Frontend URL & Port Configuration: Updated default FRONTEND_URL to http://localhost:3000, PORT to 4000, and APP_URL to http://localhost:4000 across configuration, .env.example, and README.
2. Bounties Relations Loading: Loaded issue.repository, claimedBy, and team.splits in both BountiesService.findOne and BountiesService.list.
3. Multi-replica Cron Protection: Guarded BountyExpiryScheduler and IdempotencyCleanupService with advisory lock checks and opt-out via RUN_SCHEDULERS=false.
4. Reputation Recompute Throttling: Added @Throttle({ long: { limit: 10, ttl: 3_600_000 } }) on POST /reputation/:userId/recompute and avoided appending duplicate snapshots when stats are unchanged.
