Motivation
Step 5 of the skill lists "look at recently opened PRs" as one optional way to establish known vs new. Listed that way, the check gets skipped once the log has named the cause, and a fix that is already in flight goes unnoticed: #38695 duplicated the provider bump that #38584 had been carrying for a week.
Description
Give the check a concrete command (
gh pr list --state open --search), make it unconditional for failures that have been red for several builds, and require the summary to name any hit.Verification
