On every ready PR that touches src/, this runs the agent-skills smoke suite's lc-* tasks against the PR's head. Cheap agents get the lightcone plugin and must materialize an output of a ready project and wire a missing recipe; deterministic verifiers call this PR's lc. The suite, its images, its gate and the sticky PR comment all live in LightconeResearch/agent-skills (evals/, .github/workflows/smoke.yml). This workflow only says which lightcone-cli to build and which tasks to run.

Draft until agent-skills#49 merges. It calls smoke.yml@main through workflow_call, and that entry point exists only on #49's branch for now.

It needs ANTHROPIC_API_KEY and OPENAI_API_KEY repository secrets, which must be API keys. Without them the oracle job still runs, and the agent legs fail with a message naming the missing key.

eval.yml stays as it is. It is the deep end-to-end build check, and this one is the cheap, wide check. eval.yml still authenticates with CLAUDE_CODE_OAUTH_TOKEN, though, which conflicts with using API keys in CI. Moving it to ANTHROPIC_API_KEY belongs with adding that secret.

Closing in favour of #240, which sends lightcone-cli PRs to lightcone-bench. The plugin smoke tasks will go to lightcone-evals as a task group, so the bench can run them too.
