Summary
Keep the default Dependabot cooldown for third-party Composer dependencies, but exclude internal
libresign/*packages so new internal releases can be considered on the next daily update run.This applies to the root Composer manifest, where
libresign/behat-builtin-extensionis consumed. The isolated Psalm tool dependencies do not consumelibresign/*packages and are left unchanged.
