Documents the production LibreSign release lifecycle implemented by the reusable release-tool/github-workflows stack and replaces the old manual Release Drafter/backport checklist.
The changelog remains canonical only in
LibreSign/libresign/docs/changelogs/changelog-<major>.md. This PR intentionally does not publish or synchronize a second release-history dataset in the documentation repository.It also adds PR documentation validation and fixes two pre-existing developer-manual warnings so the changed manual can build with warnings treated as errors.
