Remove the temporary Python reference implementation after PHP parity and consumer cutover have been completed.
The behavioral scenarios remain in place and now execute only against the PHP release-tool target. Coverage retained includes authorization, stable selection, archive/package validation, artifact restore redirect credential safety, traversal/symlink rejection, and release-note behavior.
This completes the super-epic requirement to keep Python only until parity is demonstrated; the retired Python implementation is no longer carried as test scaffolding.
