Summary
Normalize REUSE to the same architecture used by the other shared LibreCode workflows.
Before this change,
workflow-templates/reuse.ymlwas still a full Nextcloud-derived workflow licensed as CC0. That caused new consumers such asLibreCodeCoop/profile_fieldsto fail REUSE compliance unless they also carried a CC0 license text.This change:
.github/workflows/reuse.yml;workflow_call;workflow-templates/reuse.ymlwith a thin AGPL LibreCode caller;This removes the license-file coupling from consumers and makes REUSE consistent with the rest of the catalog.
