feat: publish TypeScript and Node test workflow templates

Summary

Publish the two reusable workflows that have now been validated in LibreSign:

• lint-typescript.yml
• node-test.yml

This PR:

• adds the organization workflow template wrappers;
• adds catalog metadata;
• explicitly approves both templates in workflow-catalog.json;
• adds LibreSign/libresign as a managed consumer for these two files.

Validation already completed in LibreSign#8485:

• Type checking: success;
• Node tests: success, including build, tests, coverage and summary;
• full LibreSign CI: success.

After merge, the expected automation is:

1. publish both templates to LibreCodeCoop/.github through a reviewable PR;
2. create a LibreSign consumer PR that only adopts the two current wrapper hashes into .github/librecode-workflows.lock.
