Summary
Run Refresh upstream workflows immediately after changes to the upstream tracking configuration are merged.
This covers:
upstream/sources.json;upstream/templates.json;patches/nextcloud/**;Scheduled and manual runs remain available.
This removes the gap where a newly tracked Nextcloud workflow could sit in
mainuntil the next Sunday schedule without exercising the real refresh path.
