Add a short managed-workflow notice to the published REUSE template.
The notice explains that the file is synchronized from
LibreCodeCoop/github-workflowsand that local edits are treated as divergence rather than overwritten silently.Besides improving developer experience, this provides the first real post-adoption template-content update needed to complete #13:
