Summary
Implement #16 by documenting when LibreCode should use:
The guide establishes a default preference for central execution and requires an explicit reason when a workflow must remain copied into consumer repositories.
It also adds a review checklist for upstream-derived workflows so #15 can migrate workflow families consistently rather than choosing the distribution model ad hoc.
