Summary
Prevents the workflow catalog synchronization from downgrading
actions/create-github-app-tokenfrom v3.2.0 back to v2.1.4.The organization catalog already uses v3.2.0, but the rendered source template and its LibreCode patch were still pinned to v2.1.4. Because the catalog publisher treats
github-workflowsas authoritative, that stale source appeared as an unrelated downgrade in the catalog PR.This change updates both the source patch and rendered template to the immutable v3.2.0 SHA:
bcd2ba49218906704ab6c1aa796996da409d3eb1It also adds a regression test requiring both GitHub App token steps to stay on that pin.
