Summary
Replace the copied Conventional Commits workflow with the thin LibreCode caller from LibreCodeCoop/github-workflows#32.
The reusable implementation is pinned to immutable commit
e2878c8c2d12d0d323116dedd2bcff37706a7ebaand updates checkout/action pins while preserving the same PR event types and check name.
