Replace the copied Psalm workflow with the thin LibreCode caller from LibreCodeCoop/github-workflows#24.
The reusable implementation is pinned to immutable commit
bedd8421ad6c95914f10f0dc631333223d17c515and follows current Nextcloud workflow improvements, including updated actions and Composer dependency caching.The previous
roave/security-advisories:dev-lateststep is intentionally removed, matching nextcloud/.github#712 and Composer 2.9 behavior.
