Remove the unmaintained Node 20
skjnldsv/check-actor-permissiondependency from the workflow updater.For manual dispatches, the workflow now checks the triggering actor's repository permission directly through
gh apiand requiresadmin. Scheduled runs do not need a human actor permission check.This removes the Node.js 20 deprecation annotation observed in the LibreSign end-to-end sync run without adding another third-party Action.
