feat(pr-validation): give the gate a reviewer when CODEOWNERS has none - #945
Conversation
Measured across the consuming repositories before writing this: four of five CODEOWNERS files carry rules only for specific paths and no catch-all. `codeowners-reviewers` reads the `*` rule by design - a repository-wide gate should ask the repository-wide owner - so in those four it resolved nobody. That is not a cosmetic gap. Without a reviewer the Environment cannot be created (environment-protection refuses: one created without required reviewers is a gate that approves itself), the preflight fails, and the first breaking change in each of those repositories would be blocked by a gate with no one able to answer it. 41 repositories consume the umbrellas with the gate on by default. Resolution order is now explicit, then CODEOWNERS, then the fallback. Through `pr-validation` the fallback defaults to the `BREAKING_APPROVAL_FALLBACK_REVIEWERS` organisation variable, so it is set once rather than per repository - and no team name goes in the code, which a test pins. Empty keeps the old behaviour: no reviewer, no Environment, a refusal rather than an invented approver. A gate that quietly picks someone to ask is worse than one that says it cannot run.

If CODEOWNERS yields nobody, a configured
fallback_reviewersvalue can still supply the reviewers needed to create the Environment. This condition instead tells operators that CODEOWNERS must yield a reviewer and that the gate otherwise fails. State that at least one reviewer source must yield a reviewer when the Environment needs to be created. (raw.githubusercontent.com)🤖 Prompt for AI Agents

Description
The gate is on by default in
pr-validation,go-pr-validationandjs-pr-validation— 41 repositories consume them. Before promoting the tiers, I measured what the first breaking change in each of those would actually hit.Four of five CODEOWNERS files carry no catch-all
*rule.*rule* @LerianStudio/g_github_dev/.github/and/.releaserc.ymlcodeowners-reviewersreads the catch-all by design — a repository-wide gate should ask the repository-wide owner, not whoever happens to own one path. So in those four it resolves nobody. That is not cosmetic. Without a reviewer the Environment cannot be created —
environment-protectionrefuses, because one created without required reviewers is a gate that approves itself — so the preflight fails, the verdict readsblocked, and the first breaking change in each of those repositories is blocked by a gate nobody can answer. The author cannot clear it; it needs someone with repository settings access. It would also surface spread out over weeks, one repository at a time, whenever each happened to get its first breaking commit — which makes it hard to connect back to the promotion.
What this changes
Reviewer resolution is now three ordered sources, first non-empty wins:
approval_reviewers— the caller named themfallback_reviewers— newThrough
pr-validationthe fallback defaults to theBREAKING_APPROVAL_FALLBACK_REVIEWERSorganisation variable, so it is set once for the organisation rather than per repository, following the same pattern asRADAGAST_AUTHORS. No team name goes in the code — a test pins thatG_Github_Devopsdoes not appear in the workflow.Leaving the variable unset keeps today's behaviour exactly: no reviewer, no Environment, a refusal. That is deliberate — a gate that quietly picks someone to ask is worse than one that says it cannot run.
To enable it
One organisation variable, and the 41 repositories provision their own Environment on first use.
