Drop Python 3.10 support

[Kludex]

Require Python 3.11+ and remove the Python 3.10 classifier and CI job. Regenerate uv.lock to remove Python 3.10-only dependencies and wheels, without upgrading the remaining dependencies.

Validated on Python 3.11: 161 tests pass with 100% package coverage; lint, formatting, mypy, source-distribution, and import-compatibility checks pass. The built wheel declares Requires-Python: >=3.11 and is rejected on Python 3.10.
