Bump KCL crates to 0.2.192

Background

The clone-cap fix in #14480 is merged but is not included in the published KCL crates.

Problem

The CLI still depends on KCL 0.2.191, so the migrated clevis corpus model cannot regenerate its baseline with the released CLI.

Solution

Bump the KCL crate family and its exact internal dependencies to the next patch versions using the existing release tool. Update only their workspace lockfile entries. No runtime, schema or snapshot changes.

After approval and merge, publish KCL 0.2.192 through the existing release procedure. The CLI dependency bump and corpus pin update follow publication.
