Pre-0.5 update/delete operations did not include the previd field.
Gatekeeper still accepts imported update/delete ops without operation.previd. Because those legacy operations have no explicit predecessor, different nodes can store the same set of imported operations in different effective order. Once that happens, later operations that do include previd may be accepted on one node and rejected or deferred on another.
Gatekeeper should only accept ops with previd.
