Publish source-corroborated peer relationships in MEBS headers and catalog records, keeping configured peers distinct from required same-device dependencies. - Add Peers with to 416 snippets: 63 grouped relationships and 353 not-applicable claims; retain 94 unresolved fields and all 34 service mappings. - Add evidence-pinned peer materialization with preservation checks and idempotent writes; document per-file atomicity and batch recovery. - Normalize header line endings without changing configuration bodies and cover LF/CRLF parsing and publication behavior. - Collapse portal peer details and per-device source counts while keeping the source-instance total visible. - Update the September 29 release notes and cumulative change statistics. Regenerated snips.json (1,112 records) and MEBS bundles. No configuration-body changes.

Configured peers describe archived configuration relationships, not live reachability.
