deps: relaxed compat for workspace projects; group Dependabot updates

[Beforerr]

Dependabot scans workspace members (test/docs/benchmark) and opens a PR for every dependency there without a [compat] entry. This seeds relaxed entries once (major for ≥1, minor for 0.x; shared deps copy the root bound), groups updates into one PR per ecosystem, and ignores the package's own name. Workspace resolves locally.
