This PR has a few updates pull from mainline spack-packages.

Some are updates for JCSDA/spack-stack#1502 which are needed for installing py-cmocean in my testing:

  • libpng
  • openblas (really a macOS thing)
  • py-matplotlib

I also update our ncurses package to latest mainline as I found in my small scale tests on discover it's needed for gcc@15.2.0

JCSDA/spack-stack#2026

I also updated the git-lfs package here since I realized we wanted that.
