Before: the build definition used Atom 5.0.0-rc.5 and RepoUtils.Atom.Module 3.0.0-rc.5, and the libraries and tests used PublicApiAnalyzers and TestUtils 2.0.0.
After: all of these are on the stable releases (Atom 5.0.0, RepoUtils 3.0.0).
How: version bumps only. The regenerated workflows are unchanged and the tests pass locally. Every other package is already on its latest version, except Verify, which stays pinned to 32.x.
